STOP Project: Sober Truth on Preventing (STOP) Underage Drinking

The U.S. Substance Abuse and Mental Health Services Administration’s (SAMHSA) Sober Truth on Preventing (STOP) Underage Drinking Act project publishes an annual Report to Congress on the consequences of underage drinking and state and federal policies to prevent and reduce it – per the directives of Pub. L. 109-422. Eleven reports have been submitted to Congress to date, beginning in 2009. Included in the Reports are:

  • A description of 26 evidence-based legal policies enacted by states for underage drinking prevention.
  • A summary of responses from an annual survey of all 50 states and the District of Columbia pertaining to their prevention programs, efforts to enforce underage drinking laws, interagency collaborations, and state expenditures on underage drinking prevention.

The policy section of the most recent State Performance and Best Practices for the Prevention and Reduction of Underage Drinking includes a description of each policy, its key variables, status across all jurisdictions, and a summary of trends over time.
